WBCM provided planning, civil engineering, landscape architecture, and survey services for campus-wide site improvements and upgrades at Bowie State University (BSU). WBCM worked with BSU and representatives from UMCP Department of Capital Projects as the two owner’s representatives throughout the planning phase and the design and permitting phase of the project.
As part of the planning phase, WBCM performed field run topographic of the identified project areas on campus and prepared a boundary survey and plat for the four-parcel 298-acre campus. The survey information was combined with existing GIS information to develop a campus-wide existing conditions plan.
The planning phase included extensive ADA investigations of multiple multi-story academic and residential buildings on campus that focused on building access, interior access to services and public restrooms, and vertical access by elevators and stairs. WBCM used a reporting format tailored to the University standard and prepared a final report indicating corrective measures and estimated budget.
The design phase provided numerous campus-wide enhancements, including: improvements to eight parking lots and 4,000 feet of campus roadway; replacement of walkways; creation of new pedestrian circulation connections, a major plaza space at the East Promenade, and a new minor plaza space at the West Promenade; installation of ADA pedestrian access accommodations; and campus entrance gateway improvements. WBCM coordinated with design with other consultants currently working on BSU design projects and presented the design to the President of BSU and the Senior Administration for design approval.
The major plaza at the East Promenade spans 35,000 square-foot adjacent to the Library. It includes extensive plantings, seating areas, major gathering spaces, a new ADA access ramp and stairs to the Henry Circle area, and decorative paving. The plaza echoes the design vocabulary used throughout the campus improvement to tie the design fabric of the campus together.
The campus entrance improvements use extensive landscape plantings, a new vehicular visitor pull off and kiosk, signage, decorative accent paving, roadway repaving, corrections to drainage and erosion issues, stormwater management, and traffic improvements to create an enhanced gateway entrance.
Stormwater management was accomplished using environmental site design measures. Permeable pavers, bio-swales, and micro bio-retention were installed in numerous areas to meet regulatory requirements. WBCM prepared permit documents and obtained all regulatory approvals and required permits including a Maryland DNR Forest Conservation Easement, MDE erosion and sediment control and stormwater management permits, and a SHA access permit for the campus entrance improvements.
WBCM provide full construction phase services for the implementation of the design.
