Joe has been promoted to Executive Vice President and he has been appointed to WBCM’s Executive Committee as an Owner.
Joe joined the firm’s Baltimore office in 1993 as a bridge engineer and he has assumed various roles with increased responsibility over time. He was most recently Senior Vice President in charge of transportation pursuits throughout Pennsylvania. He earned his Bachelor’s Degree in Civil Engineering from George Washington University in 1990 and a Masters of Engineering Degree from the University of Maryland, College Park in 1997. A registered Professional Engineer in seven states, Joe has been active in numerous professional organizations, including the Association for Bridge Construction and Design, the American Society of Civil Engineers, the American Society of Highway Engineers, the Central Pennsylvania Engineers Week Council, and the American Council of Engineering Companies of Pennsylvania, where he currently serves as President-Elect.
Jim has been promoted to Regional Transportation Director.
Jim has been in charge of WBCM’s Traffic department since he joined the firm in 1989. Jim graduated with a Bachelor’s of Science in Civil Engineering from the Pennsylvania State University in 1983 and he earned his Professional Engineering license and Professional Transportation Operations Engineer certification in 1990 and 1999, respectively. He is a registered PE in Maryland, Pennsylvania, Delaware, and Virginia. Jim has been an active participant in ITE for over 34 years, including holding several District-level offices. He is also active in ASHE and was one of the inaugural members of the ASHE Chesapeake Section.
Blaine has been promoted to Class B Principal.
Blaine has been with WBCM since 2005 and he is a Senior Vice President. He graduated with a Bachelor’s Degree in Environmental Sciences with a concentration in Hydrology from the University of Virginia in 1998 and a Masters in Environmental and Water Resources Engineering from the University of Texas at Austin in 2004. He earned his Professional Engineer license in Maryland in 2007 and he is registered in ten other states. Blaine earned his Professional Hydrologist certification in 2008, and his LEED AP certification in 2009. He is in leadership roles on the boards of various professional societies including American Society of Civil Engineers, Environmental & Water Resource Institute and Society of American Military Engineers – Baltimore Post.
Mike has been promoted to Senior Vice President of WBCM Construction Services.
Mike has been with WBCM Construction Services since 2015. He received a Bachelor of Science in Civil Engineering from the University of Maryland, College Park in 2003.
Brian has been promoted to Senior Vice President.
Brian has been with WBCM since 1998 and he has been in charge of the Environmental Water Resources department since 2010. He graduated from the Pennsylvania State University with a Bachelor of Science in Agricultural Engineering in 1994 and passed his Professional Engineer exam in 2000.
Mike has been promoted to Vice President.
Mike has been with WBCM since 1998 and he was previously the Chief Engineer of the Building Structures department. Mike graduated with a Bachelor of Science in Civil Engineering from the University of Maryland, College Park and a Master of Science in Engineering Management from the University of Maryland, Baltimore County in 2014. He passed his Professional Engineer exam in 1999.
Dave has been promoted to Vice President.
Dave has been with WBCM since 2006 and he was previously the Chief Engineer of the Traffic department. Dave gradated from the University of Virginia with a Bachelor of Science in Civil Engineering in 1998 and he passed his Professional Engineer exam in 2003. He earned his Professional Traffic Operations Engineer certification in 2005.
Randall has been promoted to Vice President.
Randall has been with WBCM since 2004 and he was previously the Director of Landscape Architect. Randall graduated from Kansas State University with a Bachelor of Landscape Architecture in 2001. He earned his Professional Landscape Architect certification in 2005 and his LEED AP certification in 2008. Randall is also an American Welding Society Certified Welding Inspector.
Matt has been promoted to Project Manager.
Matt has been with WBCM since 2014. Matt gradated from the University of Wisconsin with Bachelor degrees in Environmental Studies, English, and Integrated Liberal Studies in 2000. Matt earned his Professional Wetland Scientist certification in 2013 and he has Rosgen Level 1, NC State NCD Levels 1 & 2, and Wilcox/Palmer Level 1 certifications.
