WBCM provided engineering design for the landside and marine construction of a new pier and terminal for the Vane Brothers’ tugboat and barge fleet.

WBCM was intimately involved in the project’s extensive permitting process. WBCM obtained stormwater management, erosion and sediment control, and site plan approvals from the City of Portsmouth; a waterway construction permit from the US Army Corps of Engineers; approval of a Chesapeake Bay preservation area exemption; and approval for a Virginia Stormwater Management Program (VSMP) permit from the Virginia Department of Conservation and Recreation. WBCM designed and provided a performance-based water quality design to satisfy the requirements from the necessary permitting agencies.
