WBCM provided planning, civil engineering, survey, and construction phase services for the creation of the new 139-acre multi-use Krimgold Park. The professional services for the design of the public recreational park were divided into two phases: a master planning and programming phase and a design and engineering phase. The design included five multi-use fields, four baseball fields, parking lots, access and service roads, picnic pavilions, restrooms, and an extensive hiker/biker pathway system.
WBCM created a park master plan that maximized views and user interactions with existing environmental features, including four scenic farm ponds. The planning phase included site and program analysis, public meetings where community input was solicited, conceptual design sketches, and a final illustrative master plan and narrative.
WBCM maintained the design vision by integrating natural resources into the project design, including the renovation and retrofit of the four farm ponds into scenic ponds. The ponds were functionally restored using a combination of selective demolition, vegetation removal, and spillway and embankment rehabilitation. Scenic overlooks of the ponds were included in the trail network design and the picnic pavilion area layouts. Existing forest was preserved and new forest plantings were detailed to enhance the park’s scenic and naturalistic setting.
WBCM provided complete civil engineering services for the design of the layout, grading, paving, drainage, landscape architecture, sediment/erosion control, stormwater management, wetland delineation, and reforestation. WBCM also designed the widening of the road at the park entrance and additional acceleration and deceleration lanes along the county road leading to Krimgold Park.
WBCM provided extensive permitting services, including preparation of a joint Federal/State Non-Tidal Wetlands and Waterways Permit, a Water Resource Protection Easements, Specimen Tree Protection and Reforestation Easements, and all required Carroll County permits.
