Leon Kriebel, PE, has over 41 years of experience in planning and design of highway, bridge, and transportation projects. He has been an active design principal on numerous major projects that have included the Hampstead Bypass, the US 29/MD 198 Interchange, and the Intercounty Connector (ICC Contracts C and D&E). Mr. Kriebel is actively involved in ACEC, ASCE, ASHE, and DBIA. Mr. Kriebel became President of WBCM in July 2009.

Marco Legaluppi, PE, is the Executive Vice President responsible for the firm’s building structures and architecture departments. He has over 34 years of experience extensive work for The Engineers Club at Garrett-Jacobs Mansion, the University of Maryland, Aberdeen Proving Ground, Andrews Air Force Base, the Washington Navy Yard, the US Naval Academy, and, most recently, the historic Recreation Pier, which opened in March as the Sagamore Pendry Baltimore hotel.

Mark Shafer, PE, is the Executive Vice President responsible for the supervision, quality control, technical support, design, and analysis of all marine, industrial, materials management, and process engineering projects at WBCM. He has over 37 years of experience in civil and site engineering and he excels at coordinating and managing multi-disciplined project teams.

Executive Vice President

Joe O’Neil, PE, is the Executive Vice President responsible for the firm’s Pennsylvania operations.  He has over 26 years of experience in the management and design of transportation and facilities projects throughout the Mid-Atlantic region. Mr. O’Neil is actively involved in ACEC, ASHE and ASCE.

Lyle Aaby, LEED AP BD+C is a builder by trade and education. As President of WBCM Construction Services, Mr. Aaby manages the daily operations of WBCM’s construction arm while developing and maintaining the firm’s construction clientele, including Mercedes-Benz, AAI Corporation, Yara North America, Maryland Port Administration, and Lockheed Martin Corporation.
